OrderPaper convenes colloquium on host community bill

OrderPaper Advocacy Initiative has concluded arrangements to convene a Colloquium on the Petroleum Host and Impacted Community Development Bill (PHICDB) to engage the issues around ongoing legislative and policy reforms in the petroleum industry as they relate to host and impacted communities in the country.

The HOSTCOM Colloquium will hold at the Sheraton Hotel Abuja on Thursday July 12, 2018 and is targeted at stakeholders in affected and/or impacted communities in the northern parts of the country. The objective of this forum is to aggregate the views/positions of the region on general industry reforms as they relate specifically to the PHICDB.

The Chief Whip of the House of Representatives and Chairman of the Adhoc Committee on the Petroleum Industry Bill (PIB), Hon. Alhassan Doguwa, will chair the technical session while the Honourable Minister of the Environment, Ibrahim Usman Jibril, and Chairman, Senate Committee on Petroleum (Downstream), Sen. Kabir Marafa, are expected to  deliver papers at the Colloquium.

The HOSTCOM Colloquium will have participation from the National Assembly, the Executive, representatives of State Governments within the northern region, the academia, relevant industry players including corporates, Civil Society Organizations (CSOs), security agencies, and representatives of host communities of petroleum and gas infrastructure including Community Based Organizations (CBOs), among others.

The HOSTCOM Colloquium Series has become imperative to step up the engagement among actors and stakeholders affected by oil and gas industry activities as the objective is to help to identify misconceptions, misunderstanding, misinformation and lacunae about the PHICDB and proffer solutions to aid the legislative process and/or its aftermath. The engagements will in a broader sense, help in ventilating opinions and positions on host community issues with the aim of shaping consensus and reducing frictions among stakeholders. The HOSTCOM Colloquium Series, while not exactly parallel to ongoing efforts in the legislature, is designed to be reinforcing to the general industry reforms being undertaken. It is being organized as part of the Growth Initiatives for Fiscal Transparency: Oil Industry Lot (GIFT-OIL) Programme of OrderPaper.

OrderPaper Advocacy Initiative is a Non-Governmental Organization (NGO) duly registered under the laws of the Federal Republic of Nigeria to embark on policy-related issues, especially legislative engagements that expand the frontiers of good governance and the deepening of democratic practice in the country.

In September 2016, our affiliate, OrderPaper Nigeria, successfully hosted the Gallery Colloquium on Budgetary Reforms in Abuja, an event which attracted participation from top actors and stakeholders in the Executive and Legislative arms of Government, including Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara, Deputy President of the Senate, Sen. Ike Ekweremadu, the Minister of Budget and National Planning, Sen. Udoma Udo Udoma, Presidential Liaison Officer to the Senate, Sen. Ita Enang, members of the National Assembly and chief executives of Ministries, Departments and Agencies of Government, among a host of others.

OrderPaper Advocacy Initiative is currently implementing ConsTrack – a USAID-funded project on tracking of constituency projects of legislators with the objectives of engendering inclusiveness, transparency and accountability in the conception and implementation of the controversial scheme.

OrderPaper Advocacy Initiative is a member of the Open Government Partnership (OGP) and has been working with the OGP National Secretariat to implement the National Action Plan, especially around commitments with legislative inputs.
